The Fangyuan Food and Agricultural and Sideline Products Quality and Safety Test Center which is attached to the Fangyuan Test Group Corporation Ltd is the specialty test organization of food and agricultural and sideline products quality and sanitation and safety founded by the Quality and Technology Supervision Bureau of Zhejiang to meet the test market needs after the country's WTO entry. It is engaged in the researches of food and agricultural and sideline products quality tests, testing technology and standards and the relative technical services.
The center is the test unit for the National Quality Supervision, Testing and Quarantine Bureau to issue the food manufacturing license and food market entry license.
Our tenet is to provide the technical support for the government department, and to provide the technical support for the people. We will continue our efforts of testing to contribute to fully improve the food security and food quality.
Passed the China National Lab Authentication;
There are 105 parameters which have been approved by the provincial measurement attestation/ inspection;
It is the test unit for the China National Food Market Entry and Industrial products manufacturing license issuance. The amount of testing products and items is the most and the fullest in the province;
It is the only appointed test organization of food safety in Zhejiang province appointed by the National Three Greener Engineering Office of the Administration of Commerce of China

As its testing technical is improving, the technical service areas are enlarged continuously. By June, 2005, the number of the items granted by the China National Lab and the provincial measurement attestation inspection has reached 1000. In the year 2004, it was compared with the National Level testing capability for four times, involving 18 kinds of products. All the items took part in the comparison has given successful results. This demonstrates the technical capability of the center.
There ware six parameters involving in the item of the Pesticide Residue and Heavy Metals
The pesticide residues including hexachlorocyclohexane, dichlorvos Equigard Panaplate, Chlopyrifos Chlorpyriphos Dursban, copper, lead and zinc have given satisfactory results.
There were 4 parameters which have passed the acceptance of the China National Accreditation Committe for Laboratories
The parameters of methanol, fusel oil, lead and manganese have given satisfactory results. The |Z| values of four items were within 0.80 (The satisfactory value is in accordance with the inequation of ©¦Z©¦¡Ü2 )
It has taken part in the testing job of the Food Inspection Capability organized by the Supervision Department of the national bureau.
There ware 5 kinds of products and 6 items of parameters involved in the test, including the contents of sodium glutamate in MSG, the contents of sodium nitrate in canned meat food, silicic acid and strontium in mineral waters, the peroxide value and the contents of saccharin sodium in biscuits. The results are satisfactory. Among them, the |Z| value of 2 items are in the middle, and 3 items are within 0.80 (The satisfactory value is in accordance with the inequation of ©¦Z©¦¡Ü3).
It has attended the implementation of the Three Green Projects organized by the National Administration of Commerce.
It is in charge of the supervision, spot checking of foods in the market for the Administration of Commerce, and it has sent its experts to join in the auditing and acceptance of the National Green Markets. It is the only Fixed Point Testing Organization of Food Safety in Zhejiang province. It has taken part in the tests of the products certification of the organic agriculture products, green agriculture products and harmless agriculture products. It has accomplished the technical audition of more than 60 technical auditions of usage of the brand marks of harmless agriculture products; the tests of more than 500 batches of organic agriculture products, green agriculture products, harmless agriculture products; more than 20 environmental evaluations. It has contributed to the improving of the quality of the relative products. It is the only test organization which has been awarded the double qualifications of product test and environmental appraisement by the Administration of Agriculture of the country in national bureau. It is awarded to be the key lab of the province taking in charge of the researches of food standardization technology and quality control technology (HACCP, GMP).
The center has also taken part in the drafting of the examination detailed rules of manufacturing license issuance for the national bureau. It has taken the jobs of the Food Manufacturing Association, the Beverage Association, the Beer Association of the province, and appointed to be the unit of vice-chairmen and executive directors. It has played a more important role of the technical authority organization through the plant form of the association.
As a technical authority organization, it sends out its experts occasionally to take part in the evaluation of bids for the key engineering investment items of the province, evaluation of bids for the purchasing of governmental large devices and equipments, product identification of the new developed products of the enterprises and the standard editing of the other offices and bureaus such as the Inspection and Quarantine Bureau, the Ocean and Fishery Bureau, etc. It has got favorable reputation and good popularity. It has got many items of qualifications from other departments and committees; it is only organization that has got the most qualifications in the same system of the country. In the course of implementing the entry system of the food market, it has played a key role of the quality test organization. In the course of authentication test and the tests entrusted by the enterprises, it has given technical training for the test organizations and members in all quarters of the province including cities and counties. The standardized announcements help the enterprises to build up their labs and train their own test staffs.
The specific training items are: testing technology of organic and harmful materials in drinking waters, the uncertainty evaluation, the technical code making up of a standard solution in the chemistry labs.
More than 600 personnel have been given training in two years, involving different levels of inspectors for 28 kinds of foods. It has provided technical services for the manufacturing process quality control, the building up of the quality system of the food enterprises. Our technical ability has given full play to the implementing of the food market entry system, and set a good example for the quality system, and built up a good reputation among the enterprises.
Tests about the Sudan Red Dye: During the incidence of the Sudan Red Dye, as our technology and service have good reputations in the society and our organization is the provincial level test organization that has first got the ability of test, the provincial chain supermarket of the Century Hualian invited us actively to go in for spot tests. We had spot tested all the possible foods that might had Sudan Red Dye by the end of March, 2005. We have cooperated with the quality control system of the supermarket and guaranteed the benefits of the customers. To get the good reputation of the public, there were six press medias to propagandize the activity. The social benefits that had brought about was that all the enterprises that got into the supermarket asked us for help forwardly to test their products provided to the market, and to control their qualities

Foods, agriculture and subsidiary foodstuffs, agriculture products, spices, tequila and assembled alcoholic drinks, pesticide residues, water, drinking water, disinfectors, beverage, edible vegetable oil, milk and dairy products, meat and meat products, harmless products, harmless products producing places and environments, green food, green food producing place and environments, etc.
Additionally, the center undertakes nearly 3,000 batches of supervision test jobs for the food, agriculture products, disinfectors and food additives.
The center has a strong specialty technical crew with an abundance of experience. Among the faculties the engineers occupy 70%. Many cadres have studied abroad and got the training in the internal and external specialty test organizations. They have high professional knowledge, technical capability and strong judgment.
In recent years, it has drawn 8 senior talents with abundant of experience from specialty institutes, colleges and enterprises (Among them are 1 doctor, 2 masters, 3 senior engineers and 2 engineers). The center has authoritative experts in the food test field and technical key staffs who have participated in many scientific research projects of the country, the ministry and the provincial levels, and in the task of research and standard drafting. It has two auditors who have got the registration of the China National Lab, two national auditors of the QS market entry system, four QS registered auditors, two 3C factory auditors for products authentication, and four occupational technical appraisers. The director and vice-director of the center have been to France, England, Japan, Australia and Hong Kong for many times to carry out technical communications. The technical principal has been sent to take the special training about agricultural chemicals, veterinary medicine residues and poisonous and harmful materials in food in Australia by the principal government last year. 13 members have been sent to the famous test organizations like BLC Company in England. They have got the special technical training such as the test for harmful even nitrogen fuels (and got the relative qualification certificate). The quality of the technical faculty has been improved a lot.
Increase the amount of hardware investment, and improve the service quality
The center has many precision instruments such as precision apparatus gas spectrums-mass spectrums, high performance liquid chromatograph, gas chromatograph, atomic absorb spectrograph, atomic fluorophotometers, etc. It has many advanced equipments and microwave clear up systems such as sample handling devices the ion chromatograph of research made by the American Daian company, the full chart plasma spectrograph made by the American Walian company, the thermoelectricity graphite oven atomic absorb spectrograph made in America, the Fouriery infrared spectrum, the two polar tube array high performance liquid chromatograph made by Anjeklan company, the PCR amplification instrument made in Japan. The hardware capability is improved. The progress and configuration of our food testing device are in the leading position of the labs of the same system (The whole country has only 3 ICP-OES equipments, 8 DX-600 ion chromatographs). The testing labs are arranged and decorated according to the first class labs of the country. The microorganism lab was enlarged to 80 square meters, and was built according to the P2 organism labs. It can not only satisfy the routine test requirements, but also develop the testing technology research to cope with the international trade barriers and the occurrence of the unexpected events.
The center sets up its quality system according to the ISO/IEC17025 regulations to realize the auto-improvement and continues improvement.
